Bhatkal: Raising concern over the growing misuse of the Right to Information (RTI) Act, retired district judge and legal advisor to the Uttara Kannada Deputy Commissioner, Ravi Naik stressed the need for greater legal awareness among both officials and the public.
He was speaking after inaugurating the National Panchayat Raj Day programme organised by the Bhatkal Taluk Panchayat at its auditorium.
Naik observed that while the RTI Act was introduced to ensure transparency in governance, instances of its misuse have been increasing. Emphasising responsible conduct in administration, he said laws are a codification of collective wisdom and that officials acting with good intent are protected under the law.
Highlighting the importance of decentralisation, he said nation-building begins in villages and empowering local bodies remains crucial. “Officials must work within their jurisdiction and not succumb to political pressure. Ultimately, the law alone provides protection,” he said.
Addressing government employees, particularly those in rural areas, Naik underlined the importance of patience, empathy and effective communication. He urged officials to understand the language and concerns of rural citizens and respond with sensitivity to ensure justice in service delivery.
He further advised employees to exercise caution throughout their careers—during probation, promotions and pre-retirement stages—referring to these as the “three Ps.” Officials should avoid unnecessary controversies, refrain from commenting on matters beyond their jurisdiction and ensure timely disposal of public grievances to prevent escalation, he said.
Tahsildar Nagendra Kolashetti, who presided over the programme, called on government staff to maintain a balanced approach in their duties, unaffected by praise or criticism. He said courteous service at the grassroots level can resolve many public issues.
Taluk Panchayat Executive Officer Sunil M. delivered the introductory address, outlining the evolution of the Panchayat Raj system.
On the occasion, 12 gram panchayats in the taluk were honoured for achieving 100 per cent tax collection, while Bengre Library was recognised as the best library and awarded a certificate and memento.
Retired Panchayat Raj department officials and staff, including Panchayat Development Officer Manju Gowda, secretary Maruti Devadiga and staff member Rama Gond, were felicitated.
Assistant Executive Engineers Ganesh and Ashok, Assistant Accounts Officer Rajesh Mahale and PDO Association President Chandrashekhar were among those present on the dais.
The programme began with a prayer by Umesh Mundalli. Taluk Panchayat Manager Kariyappa Naik welcomed the gathering, Raghavendra Poojari compered the event and Assistant Director of Panchayat Raj Uday Borkar delivered the vote of thanks.
