Govt has plans to set up ‘grama nyayalayas’ in villages: Minister H.K. Patil

Udupi: Minister of law and parliamentary affairs HK Patil said that necessary amendments will be made to the state’s Code of Civil Procedure, to ensure speedy delivery of justice.

The minister was speaking after inaugurating the new itinerary court of civil judge and JMFC at Brahmavar on Saturday.

“The proposed amendment has already been approved in both houses of the legislature, and the same has been sent for a nod from the President. There is an adage that justice delayed is justice denied. The amendment has been made with an objective to ensure justice to clients on time. As per the amendment, litigations should be disposed of within six months, and cases cannot be postponed for more than three times,” the minister said.

The government has plans to set up grama nyayalaya, one court each for 2-3 gram panchayats in the state, he said.

“The concept of grama nyayalaya involves delivering justice to the doorsteps of people, and it will also reduce the financial burden of people. Nearly 2,000 grama nyayalayas will be set up in the state in a phased manner. The government also has plans of creating litigation-free villages, and it will be possible through expert counsellors,” he said, and insisted that all long pending cases in various courts should be solved at the earliest.

On a demand to open a permanent court instead of the itinerary court of civil judge and JMFC at Brahmavar, the minister said that the proposal will be cleared immediately, once the necessary files are submitted to the government.

Udupi district minister Laxmi Hebbalkar called upon women to choose the advocate’s profession. “Indian laws and the Constitution have been well-appreciated across the world. The sole purpose of the Constitution will be served only when justice is delivered instantly,” she added.

Karnataka high court judge Justice PS Dinesh Kumar said that itinerary courts are set up considering the increase in the number of cases. The new court in Brahmavar will function two days a week, he said, adding that a proposal to set up a permanent court in Brahmavar will be sent to the government. High court judge Justice MI Arun presided over the event.
